What can I get FIRST: a driver's license or car insurance?

I'm 19 & have had a class O learner's permit since February & my brother has been giving me driving lessons with his car since then. A couple days ago he got me this $300 car for when I get my license (so I won't keep asking to borrow his, lol) so..... I called the DMV, but this lady said I needed proof of insurance for a driver's license, plates, registration, etc.... So I called this insurance company, but the guy there said he needed a valid driver's license # to even give me a quote.... I'm probably gonna get my license in the next couple of weeks, but.... 1) Why isn't a learner's permit # considered valid when trying to get car insurance? 2) Which can I get FIRST: a driver's license or car insurance? And how?

Every year my car insurance goes up and I am just 10 months away from paying off my car, I have never had an accident or a claim and been driving for 10 years. I have been with many car insurance companies but they do the same scam after few months.The insurance representatives don't even know why it went up, they just say theirs went too. hey i was just checking out the auto insurance rates (i am from california) i know that bodily injury liabilty, property damage liabitiy, and uninsured motorist are must haves in californa... what else?? i was reading the definition of the auto insurance optional coverages and got a little confused, for example: Property Damage Liability - Mandatory Coverage This coverage protects you against financial loss when your vehicle damages another person's property, such as their vehicle, if you are legally liable. vs. Collision - Optional Coverage This coverage provides protection for loss or damage to your vehicle caused by upset or collision with another vehicle or object. It pays the lesser amount of either the actual value of your vehicle or the amount of each loss, in excess of your selected deductible. i was always under the impression that once you have property damage liability and your car got into an accident, it's covered. can someone with some auto insurance experiece explain this for me please? do you think it's good thing to get both? any advices is appreciated thank you
